Sometimes the first heading on a page is not the heading that best describes the page content. In this case, it is possible to start with an <h2> instead of an <h1>. The <h1> element should then be used to wrap the heading that best describes the page content.
That is the only time that you are allowed to skip a heading level.
Remove the <h1> element at the beginning of the page. Then choose the heading that best describes the page content and make it the new <h1>. Update the levels of the other headings accordingly.
